"Corning Glass came to Corning in 1868 and never made mirrors (except the one for the mt. Palomar telescope). There were no other glass factories in the area until Steuben was founded in 1903 and they didn't make mirrors either. Flat glass production is quite different from blown glass production and is always done in dedicated factories. It's possible that some cabinet maker in Elmira bought unframed mirrors from elsewhere and designed and made frames, but the only way I can think of to trace that would be to check the Chemung County Historical Society and Chemung County/Elmira city directories and look for advertisements. The curator at Chemung County Historical Society might be able to help you."
