H. P. (Harry) Sinclaire was involved in the glass industry in Corning for many years. He worked for Hawkes, a cutting firm, until 1904, and then opened his own firm, which specialized in engraved glass. I will attach a bibliography about his firm; if you cannot open the attachment, please let me know. If you would like, I can send you some photocopies from the book by Spillman and Sinclaire, which document his life.
