I received a couple pieces about the factory whistle from Corning, Inc. Archives. 

One is a report compiled by Otto Hilbert in 1974 for Corning Glass Works. He summarized information he found that had been published in the 1950s and 1970s. He added a quote that tracks the whistle back to 1882. The rest seem to document his memories. 
It doesn't include a date when whistle began operating. 

The other is a photocopy of an undated article by Dick Peer. Unfortunately, the first paragraph is cut off, but it indicates no one knows when the whistle started.
