There is a book titled " Carnival Glass Poor Mans Tiffany" by Raymound Notely from 1983. Although, the text is from 1983 it does clearly refer to carnival glass as a poor mans tiffany.
Mr. Notely does appear a very authoritative source for information on glass. He has passed away.
I have looked through a number of collectors guides for carnival glass and have not yet come across anything authoritative as a fountain head for the term " A poor mans Tiffany" for carnival glass. Moreover, I have not discovered anyone that coined the term.
