The Corning Museum of Glass originated along with the Corning Glass Center in 1951. The Glass Center also had "the Hall of Science" and provided a window into Steuben's factory. The Glass Center merged with The Museum in 1998.

According to this website, https://www.blackmarketantiques.com/product_info.php?cPath=31_156&products_id=1488&osCsid=d1855a44e311ebf0bc52aba6bf7aca49, your kaleidoscope was sold as a souvenir at the Corning Glass Center, so it would have been prior to 1998.

It looks like the Steven Mfg company, which made the kaleidoscopes is still in business...have you tried contacting them to see when these were made? (STEVEN MFG CO. Industrial Dr 573-486-5494, according to one website).

According to ThomasNet, the company was founded in 1964. ThomasNet also gave the same phone number as above.
